Traveling to Canada through the United States on a Visitor’s Visa for Canada?

My wife’s sister is coming to Canada from the Philippines on a Visitor’s Visa. The airfare is cheaper for her to fly by way of a U.S. connection. She would be in Transit landing in Ohara Airport in Chicago, then on to Montreal. If she connects through Vancouver it would cost us more. Would there be a problem for her to do her connection through the states on an American Airline. We appreciate any help on this matter.

Yes, I do know about Tuesday and Thursday being cheaper, hopefully we can book before the busy season starts in summer.
